Declaration of the Rights of the Working and Exploited People

A constitutional declaration of Soviet Russia drafted by Lenin and adopted by the Third All-Russia Congress of Soviets in January 1918. When the Constituent Assembly refused to adopt the Declaration, the Bolsheviks and Left SRs walked out and the Assembly was dissolved. The Declaration abolished private land ownership, instituted workers' control and bank nationalisation, introduced universal labour conscription, and decreed the creation of a Red Army. It was subsequently incorporated as the preamble to the 1918 RSFSR Constitution, forming the world's first socialist fundamental law.
