1990년 3월 14일 소련 인민대의원대회가 헌법 개정을 통해 신설한 행정부 수반직으로, 기존의 명목상 국가원수였던 최고회의 간부회 의장을 대체하는 실권적 직위였다. 미하일 고르바초프가 1988년 제19차 당협의회에서 정치 개혁 패키지의 일부로 처음 제안했으며, 1990년 3월 15일 고르바초프가 초대이자 유일한 대통령으로 선출되었다. 이 직위는 당 기구에서 국가 기구로 권력의 중심을 이동시키는 제도적 전환점이었으며, 1991년 12월 25일 고르바초프의 사임과 함께 소련의 소멸과 더불어 폐지되었다.
