탈퇴권

Right of Secession (USSR)

소비에트 사회주의 공화국 연방의 각 구성 공화국이 연방으로부터 자유롭게 탈퇴할 수 있도록 1922년 연방조약과 1924년·1936년·1977년 헌법에 명시된 헌법적 권리. 레닌이 스탈린의 자치화안을 폐기시키고 대등한 공화국들의 연방이라는 원칙을 관철하면서 도입되었으나, 소련 시기 대부분 동안 이 권리를 실행할 법적 절차는 마련되지 않아 사실상 사문화되어 있었다. 1990년 공화국들의 주권 선언과 함께 1977년 헌법 제72조가 독립의 법적 근거로 원용되면서 소련 해체의 결정적 도구가 되었다.
