테리요키 정부

Terijoki Government

겨울전쟁 발발 직후인 1939년 12월 1일 소련이 점령한 핀란드 국경 마을 테리요키에 수립한 괴뢰 정부이다. 공식 명칭은 핀란드 민주공화국(Suomen kansanvaltainen tasavalta)이며, 코민테른 간부 출신의 핀란드 망명 공산주의자 오토 빌레 쿠시넨이 수반을 맡았다. 소련은 이 정부를 핀란드의 유일한 합법 정부로 인정하고 모스크바에서 상호원조조약을 체결했으나, 핀란드 노동자들의 지지를 얻지 못했고 소련 외에 몽골·투바만이 승인했다. 1940년 3월 모스크바 강화조약으로 소련이 핀란드 합법 정부와 평화협정을 맺으면서 조용히 해산되었으며, 소비에트 전쟁 수행에서 '토착' 괴뢰 정부를 활용한 전형적인 사례로 남았다.
