The wartime electrical industry chief who delivered lithium-6 for the hydrogen bomb, and Stalin's last foreign trade minister

In 1953 Kabanov received the Stalin Prize, 1st degree, for the electromagnetic isotope-separation method and the production of lithium-6 — the technology that would soon give the USSR its hydrogen bomb.

Born to a working-class family in Perm Governorate, he rose from locksmith and Civil War commissar to become the Soviet electrical industry's wartime chief. As People's Commissar from 1941, he directed the evacuation and reconstruction of power-generation capacity, then joined the atomic bomb project in 1945, leading electromagnetic uranium isotope separation and the production of lithium-6 for thermonuclear weapons: work that earned him the Stalin Prize in 1953. That year he became Minister of Foreign Trade under Khrushchev, managing the reorientation of Soviet foreign economic relations until Nikolai Patolichev succeeded him in 1958.

Atomic Project: Electromagnetic Separation and Lithium-6

Kabanov was drawn into the Soviet atomic bomb project in 1945. Under the First Main Directorate (PGU) headed by Lavrentiy Beria, he worked alongside Boris Vannikov and Gosplan's Nikolai Borisov to draft the founding documents for a Special Design Bureau (SKB) at the Elektrosila plant, formalized as secret Resolution No. 3176-964ss of the Council of People's Commissars on 27 December 1945. Kabanov also served on a commission chaired by Anastas Mikoyan, together with Nikolai Voznesensky, Vannikov, and Avraami Zavenyagin, tasked with supplying the Noginsk Plant No. 12 (in present-day Elektrostal) with vacuum high-frequency electric furnaces for smelting uranium ore. These furnaces produced the uranium rods for the USSR's first nuclear reactor, F-1.

His defining contribution was the industrial-scale development of the electromagnetic method of uranium isotope separation, a path paralleling the Manhattan Project's calutrons. Kabanov mobilized the manufacturing base of the Electrical Industry Ministry he directed to build electromagnetic separation equipment. This work soon turned to thermonuclear weapons: he established and brought to industrial fruition the electromagnetic separation and enrichment of lithium-6, the isotope essential to the hydrogen bomb. For this achievement, he was awarded the Stalin Prize, 1st degree, in 1953, one of the technical pillars enabling the successful test of the Soviet Union's first thermonuclear device, RDS-6s ('Sloika'), in August of that year.
