A decree of the French National Convention defining categories of persons deemed suspect and procedures for their detention.

In depth

Conduct, associations, speech and writings could ground suspicion. The decree did not create the Revolutionary Tribunal, which already existed. It must be distinguished from the procedural changes introduced by the Law of 22 Prairial in 1794.
